Charges Withdrawn, Then Refiled: DE Man Accused Of Decades-Long Child Abuse Surrenders In PA

Nearly a month after charges against him were withdrawn, a Delaware man accused of sexually abusing six children over five decades turned himself over to Pennsylvania authorities—on the same day those charges were refiled, a source told Daily Voice and court records confirm.

Robert Norbel O’Boyle, 77, of Frankford, Delaware, surrendered to Pennsylvania authorities on Wednesday, March 12, and is now being held at Delaware County Prison on $5 million bail, according to a source and court records.

Court records show that charges initially filed against O’Boyle on February 25, 2025, were withdrawn nearly a month later, only to be refiled on March 12, 2025—the same day he turned himself in.

O’Boyle is accused of indecent assault on a person under 13, unlawful contact with minors, endangering the welfare of children, corruption of minors, and indecent exposure. Police say the abuse spanned five decades, and all six victims were juveniles at the time of the alleged offenses.

While the statute of limitations had expired for four of the victims, charges were approved for two cases by a Delaware County Deputy District Attorney, officials said.

O’Boyle’s preliminary hearing is set for March 20, 2025, before Magisterial District Judge Andrew Goldberg.
